Purpose of Committee
- To recommend the eligibility of applicants for Grant Aid, and determine the apportionment of Grant Aid from within the allocation contained within the Councils budget;
- To receive regular reports regarding cheques issued between meetings, as required by S.O.53(b);
- To monitor all income & expenditure against agreed budgets and bring any items to the Full Council which the Committee deems worthy of review;
- To receive quarterly budget monitoring reports, as required Accounts & Audit Regulations 1996. and to carry out scrutiny monitoring;
- To receive the Councils Annual Accounts for the preceding financial year, both at the draft and audited stage;
- To consider reports from the Responsible Financial Officer, as and when necessary;
- To have the power to sign cheques between meetings.
To make recommendations when necessary on:
- Guidelines for the preparation of Revenue estimates;
- The Capital programme;
- The annual Estimates, including the levying of the Councils precept on the District Council. (S.O.’s 55 and 56 refer);
- Virement of budget provision between specific accounts to meet un-planned incidents to ensure that the accounts reflect an accurate statement of the Council’s finances;
- All matters relating to finance, estimates, valuation, rents and charges;
- The financial terms for the rights and easements for the purchase, leasing or disposal of property;
- All matters dealing with the Lotteries and Amusements Act 1976.
